Armed vs. Unarmed Security Guards: Which Does Your California Business Need?

The choice between armed and unarmed security guards is one of the most important decisions a California business owner makes when designing a security plan. The answer depends on your industry, threat level, asset value, and regulatory requirements — not simply a preference. This guide walks through exactly when each option makes sense, what California law requires, and how costs differ.

What California Law Requires (BSIS Regulations)

In California, ALL security guards — armed and unarmed — must hold a valid Guard Card issued by the Bureau of Security and Investigative Services (BSIS). Registration requires passing criminal background checks through both the California DOJ and the FBI, completing an 8-hour pre-registration course on Powers to Arrest and Appropriate Use of Force, and being at least 18 years old. After registration, guards complete 32 additional hours of skills training within six months, then 8 hours of continuing education annually.

2026 update (SB 652): Starting January 1, 2026, the 8-hour pre-registration course must be completed within six months before the application is submitted, and it must be delivered by a single BSIS-licensed training provider. This rule was designed to close quality gaps that occurred when applicants pieced together training from multiple sources.

An unarmed guard with an active registration can observe, report, deter, and make a citizen's arrest under California Penal Code Section 837 — but only when they personally witness a felony being committed. Their authority stops there. They are not peace officers and do not carry law enforcement powers.

The Extra Layer for Armed Guards

Armed security guards must hold everything an unarmed guard holds, plus a separate BSIS firearms permit. That permit requires additional classroom instruction, live-fire range training, a qualification test demonstrating proficiency with the specific weapon, and a more detailed background review.

The permit is caliber-specific. A guard qualified to carry a 9mm handgun is not automatically permitted to carry a .40 caliber or a shotgun. Each weapon type requires its own qualification and permit endorsement. Guards must carry the permit alongside their guard card at all times while on duty and may only carry while actively on their assignment.

California also has separate permit requirements for batons (under Business and Professions Code Section 7583.33) and tear gas (under Penal Code Section 22835). These are not included with the guard card or the firearms permit — each requires additional training and certification.

When to Choose Unarmed Guards

Unarmed security is appropriate — and often preferable — for the majority of California commercial and residential properties. Unarmed guards are the right choice when:

  • Deterrence and visibility are the primary goal (retail, office lobbies, events)
  • Customer-facing environments require a welcoming, non-threatening presence
  • The threat profile involves trespassing, loitering, or minor theft rather than armed robbery
  • The property is in a lower-risk area or industry (residential communities, schools, healthcare waiting areas)
  • Cost efficiency is a priority — unarmed guards cost 30–50% less than armed

Industries that typically use unarmed guards: retail, hospitality, healthcare, education, commercial real estate, multifamily housing, and non-sensitive corporate campuses.

When to Choose Armed Guards

Armed security is appropriate — and sometimes legally required — for specific industries and threat levels. You should choose armed guards when:

  • State or industry regulations require it (cannabis dispensaries under California Bureau of Cannabis Control rules)
  • Your property handles large amounts of cash (check cashers, banks, certain retail)
  • You store or sell high-value assets (jewelry, firearms, pharmaceuticals)
  • You operate in a high-crime area with documented armed robbery history
  • You host high-profile individuals or events requiring credible deterrence
  • Your facility houses sensitive data, equipment, or controlled substances

The Liability Angle

California courts hold property owners and security contractors to high standards when firearms are involved. If an armed guard uses their weapon, lawsuits targeting both the security company and the client business are common. Even a justified use of force generates legal costs, regulatory review, and reputational exposure.

This is not an argument against armed security. It is an argument for making the decision carefully. A qualified provider should be willing to discuss liability considerations honestly, help you assess whether armed coverage is genuinely warranted, and document the reasoning behind the recommendation. For most commercial applications — retail, office lobbies, apartment communities, events — unarmed coverage carries less exposure and typically provides better outcomes through approachability.
