Licensed BSIS guards for industrial sites, the Richmond waterfront, and commercial property in western Contra Costa County
Richmond is the industrial anchor of the East Bay, and the security work here is built around that. The city of about 116,000, on the San Francisco Bay in western Contra Costa County, grew up around the Chevron refinery and the Port of Richmond, and industry is still its backbone: petroleum refining, manufacturing, distribution, and shipping run along the shoreline, alongside a fast-growing base of green businesses and waterfront redevelopment. Richmond also carries one of the most important home-front histories in the country , the WWII Kaiser shipyards that built more ships than any complex in America, now honored at the Rosie the Riveter National Historical Park and the Craneway Pavilion event venue. Industrial sites, port and logistics property, commercial corridors, and dense residential neighborhoods each need a different plan, and we build to the property.
ShieldWise Security is a California-licensed private patrol operator (PPO #122008), with officers working across the East Bay. Richmond is an active service area for us, and its industrial, logistics, and commercial mix is exactly the kind of work we staff to the specific site.
A clarification up front: the Chevron refinery is a secured private facility that runs its own large security operation, and we don't operate inside it. Where we fit is the broader industrial corridor, the port-adjacent logistics, manufacturing, commercial, and residential property around it.
The industrial parks and manufacturing buildings along the shoreline and the city's industrial corridors, where access control, perimeter integrity, and patrol that respects site safety protocols are the priorities. Equipment, materials, and metal theft are real risks here, especially overnight.
Warehousing, distribution, and shipping-related buildings around the Port of Richmond, needing gate and dock access control, perimeter and yard checks, and overnight patrol.
Commercial and retail along the city's business corridors and the Hilltop and Marina Bay areas, plus event-adjacent work around the Craneway Pavilion and waterfront redevelopment.
Dense, diverse residential neighborhoods where apartment communities, HOAs, and associations want courtesy patrol and a steady, visible presence, plus construction tied to the green-business and shoreline projects reshaping the city.
Securing an industrial or port-adjacent site is its own discipline. The priorities are controlled access at gates and docks, perimeter integrity, protection of valuable equipment and materials, and patrol timed to the real risk window, which for theft is usually overnight. Officers need to understand and respect a site's safety protocols rather than work against them. For after-hours industrial, logistics, and construction posts, we often recommend armed coverage, and we'll tell you honestly whether your specific site needs it, since that's a real decision with real cost, not a default. Where armed coverage is warranted, we staff it with an officer holding a valid BSIS exposed firearm permit.
Every contract starts with a walk-through. We document entry points, the dock or gate, lighting, blind spots, prior incident history if the site has it, and the hours that carry risk, then write post orders specific to the property. Officers log patrol and access activity through our digital reporting system and write up incidents during the shift. A supervisor reviews the reports, and you receive them on the schedule set in the contract, with a same-shift phone call for anything serious. For construction and redevelopment work, we provide gate access logging and patrols, plus fire watch with a documented log when a permit or a fire-system outage requires it.
ShieldWise Security operates under California Bureau of Security and Investigative Services Private Patrol Operator license #122008. Every officer completes the BSIS Power to Arrest course and the required guard-card skills training, carries a valid guard card on shift, and completes any site-specific training the post requires. Armed officers work only where the contract calls for it and the officer holds a valid BSIS exposed firearm permit. We're licensed, bonded, and insured, with documentation available to a property manager or general contractor on request, and we're a member of CALSAGA
A note on emergencies: ShieldWise Security provides private security services. We do not provide police, medical, fire, or emergency first-responder services. In an active emergency, always call 911 first.

"Richmond's industrial corridor and port-adjacent property calls for a different approach than commercial or residential work , gate and perimeter control, safety-aware patrol, and honest staffing advice on whether a site needs armed coverage. We build the plan from the walk-through."

Honesty first, because Richmond is a distant market for us: we're a Southern California firm, not a Bay Area one, and we'll come back to that. What we can speak to is the kind of security a heavy-industrial city generates. Richmond grew up around the Chevron refinery, which has run since 1902, predates the city, and is still its largest employer and taxpayer, and the industrial base extends past it, the Port of Richmond, manufacturing, warehousing, and a long history going back to the WWII shipyards. There's also an ongoing conversation about what comes after heavy fossil-fuel industry, with new projects and sites in the mix. So a property here might be an industrial site, a port-adjacent logistics yard, a warehouse, a commercial building, or a construction project.
A clear, honest boundary up front: refinery security is a specialized, heavily regulated world, and Chevron runs its own. We're not claiming refinery work. Where a firm like ours fits is the surrounding industrial and commercial property, port-adjacent logistics, warehousing, and construction. On an industrial or logistics post the work is gates, yard checks, equipment and materials left out overnight, and mobile patrol on timing that varies, with rounds logged on GuardTrac so the operator can audit them. The duty to provide reasonable security where harm is foreseeable on a property is settled California law, the standard from Ann M. v. Pacific Plaza Shopping Center, and it's the lens we bring to an assessment.
Back to the honest geography. ShieldWise is a California-licensed Private Patrol Operator, PPO #122008, headquartered in Riverside, in Southern California, not the Bay Area. Are we based in Richmond? No. Our license is valid statewide, but we don't keep a local yard or supervisors who live nearby, and for a single standing post a local firm may be the better fit. Where we tend to make sense is a client with multiple California sites that wants one licensed vendor held to a consistent standard. Our officers carry current BSIS guard cards under Title 16 of the California Code of Regulations, and we're a member of CALSAGA, the statewide trade association for licensed security agencies.
The honest limits. Our unarmed officers observe, document, and escalate; they don't physically intervene in an active-violence situation, and a private guard is not a substitute for the police. We don't provide executive or close protection, and we don't do specialized refinery or petrochemical-facility security. And if a local firm fits your property better, we'll say so.

Get a Free Quote Contact UsRichmond's industrial corridor, waterfront facilities, and commercial properties each carry different overnight patrol and access-control requirements. The walk-through documents the specific risk hours and coverage needs for this property.
We document entry points, lighting, blind spots, prior incident history if the property has it, and the hours that actually carry risk.
From that walk-through we write post orders specific to the site, so the officer is not improvising.
Officers log patrol activity through our GuardTrac digital reporting system and write up incidents during the shift, not after.
A supervisor reviews those reports, and you receive them on the schedule set in the contract.
For anything serious, you get a phone call the same shift, not a summary three days later.
"Richmond industrial clients need officers who understand that waterfront access control and industrial site perimeter patrol are different tasks requiring different protocols. We write them separately into the post order so the officer is clear on what applies where."
