Santa Ana is the county seat, and that shapes the security work here more than anything else. The Orange County Civic Center packs city, county, and federal buildings, the courthouse complex, and the law library into a few downtown blocks, which means heavy foot traffic, a lot of people having the worst day of their lives, and properties around that core, offices, parking structures, ground-floor retail, that absorb the overflow. A few blocks north, MainPlace is in the middle of a quarter-billion-dollar redevelopment: an operating mall with Macy's and JCPenney still drawing shoppers, wrapped around active construction, dirt lots, and new apartment towers going up on the same parcel. Running security on a site that's half open-to-the-public and half hard-hat at the same time is its own discipline.
When we cover a property near the Civic Center, or a mixed retail-and-construction site like that, we prefer to keep the same named officer on the same post instead of rotating a roster through it. The whole value on this kind of ground is recognizing who belongs and who doesn't, and that only comes from one person working the same entrances, the same loading area, and the same after-hours pattern repeatedly.
